Portland businesses are phasing out foam containers and getting ready to charge customers a nickel for disposable shopping bags ahead of two new 'green packing' policies that start in April.

April 15, 2015 Portland will become the first city in the state to impose a fee on disposable plastic bags and paper shopping bags and to also ban many businesses from using polysytrene food and beverage containers.
