A federal judge ruled on Wednesday, that Portland's six-month-old ban on loitering and panhandling in street medians is unconstitutional. The city's ordinance took effect in August 2013 and prohibited people from sitting or standing in street medians, whether to ask for money or not.
Portland shoppers might be paying to use plastic or paper bags to carry groceries out of supermarkets and convenience stores in Portland. Those in favor of the ordinance want to see a reduction in single-use plastic grocery bags, hoping a per-bag fee will encourage shoppers in Portland to switch to use reusable totes.
