Flooding caused largely by enormous, unprecedented storm surges has crippled transportation routes and wreaked havoc on low-lying areas.

The Coast Guard was searching for the captain of the HMS Bounty late Monday off the coast of North Carolina. The HMS Bounty had lost power in Hurricane Sandy and sank after 14 other passengers were rescued. Another person who had been missing for hours was recovered, but was unresponsive, according to the Associated Press.

Latest Closings, Cancellations & Delays Governor Paul LePage has declared a state of emergency as the state Maine deals with the effects of Sandy. The statute allowing the declaration states: "In the event of disaster beyond local control, the governor may assume direct operational control over all or any part of the emergency management and public safety functions within the state."
