GasBuddy shows that prices have stayed flat in Maine at $2.23 a gallon. The national average of $2.19 has gone down nearly 3 cents per gallon in the last week. It stands 21 cents per gallon lower than a year ago.

President Barack Obama is paying tribute to survivors maimed by some 80 million bombs that didn't immediately explode after America dropped them on Laos during the Vietnam War. On Wednesday, Obama toured a rehabilitation center in the Laotian capital, saying the U.S. has a "profound moral and humanitarian obligation" to work to prevent more bloodshed from the remnants of the U.S. bombardment. On Tuesday, Obama pledged to double spending on the cleanup, giving Laos $90 million over three years.

Three Turkish soldiers were killed and four were wounded in a missile attack by the Islamic State group in northern Syria. Tuesday's deaths are the first Turkish casualties caused by the militants in Turkey's two-week-old incursion into Syria. The missile attack came after Turkish troops and allied Syrian rebels on Sunday pushed IS out of the last strip of territory the militant group controlled along the Syrian-Turkish border.

Hurricane Newton is headed for Mexico's Sonora state, where forecasters predict it'll make landfall Wednesday. On Tuesday, Newton came ashore near the resorts of Los Cabos and Cabo San Lucas with 90 mph winds. The storm broke windows, knocked down trees and knocked out power.

Thirteen women who say Bill Cosby drugged and sexually assaulted them years ago have agreed to testify against him in the only criminal case stemming from his alleged behavior. But the judge in Norristown, Pennsylvania hasn't said if he'll allow the women to take the stand. The criminal case involves a single encounter with former Temple University employee Andrea Constand, who told police he gave her three unmarked pills and then molested her as she drifted in and out of consciousness.
