Central Maine Will Soon Have a New Wedding Venue
According to an article on the KJ website, couples planning to have a wedding celebration in Central Maine will soon have a new venue option.
Keith and Ratesha Rosell have received the planning board approval they need to open Rosewood Hills, an event center on Webber Pond Road, next spring. However, concerns about noise from weddings and other events could continue to be an issue for the couple and their neighbors.
After months of review and complaints from nearby residents, the planning board spent two hours Tuesday discussing whether it could impose additional noise restrictions on the venue.
The town’s site review ordinance requires businesses to operate without adversely affecting the use and enjoyment of neighboring properties because of noise. Under town standards, sound cannot exceed 55 decibels at the property line before the venue closes at 10 PM. For reference, that level is roughly equivalent to the sound of a coffee maker brewing or an electric toothbrush.
In September, the planning board asked Code Enforcement Officer Eric Currie to measure sound levels at the property boundaries using a decibel meter. The town purchased the equipment, while the Rosells hired a professional DJ and a second code enforcement officer to participate in the test.

Both code enforcement officers found that sound levels remained below 55 decibels, even with speakers aimed directly at the fully open door of the former airplane hangar that will host receptions.
However, some neighbors questioned whether the test accurately represented the noise that could come from an actual event. They argued that music combined with a crowd of guests could create different sound levels.
Others pointed out that the empty hangar had no furniture or people to absorb sound, potentially making the test louder than a typical wedding reception.
Planning board members discussed requiring the Rosells to keep the hangar door closed during events but expressed concern about guest comfort during hot weather. The couple also said they intend to add insulation to the building, an improvement the board considered requiring as a condition of approval.
Despite the concerns, the couple now has the approval needed to move forward with Rosewood Hills. Whether additional noise-related requirements will be imposed remains a key question as the project moves toward its planned spring opening.
